CONFORMITY ASSESSMENT METHODS

Circular No. 14/2026/TT-BKHCN specifies eight basic certification methods. The specific method for conformity with technical regulations must be determined according to the applicable QCVN or sector-specific regulatory instruments.

Method

Method 3

Testing of a representative sample and assessment of the production process; surveillance through sample testing and production process assessment, with samples taken at the production site.

Method 4

Testing of a representative sample and assessment of the production process; surveillance samples may be taken at the production site, from the market, or both.

Method 5

Testing of a representative sample combined with assessment of the production process or management system, with corresponding surveillance activities.

Method 6

Assessment and surveillance of the management system.

Method 7

Testing and assessment of a batch of products or goods.

Method 8

For high-risk products and goods, Method 1 and Method 6 are not permitted, according to the research materials currently available.

Can businesses choose their own assessment method?

For certification of conformity with technical regulations, businesses should not select a method independently if the QCVN or regulatory instrument already specifies the applicable mechanism. For conformity with standards, the method is selected according to the characteristics and risk level of the object being assessed.
